Obama Stimulus Program funded this treason that resulted in the deaths

That’s right, multiple government agencies that specifically operate primary inside the United States have gone on a literal ammunition spending spree in preparation for what they must believe will be some sort of violent event.
In 2009, Winchester Ammunition was awarded a contract to supply the Department of Homeland Security with 200 million rounds of .40 caliber hollow point ammunition.
In early March 2012 ATK won an indefinite delivery contract to supply DHS with a whooping 450 million more .40 caliber hollow point rounds.
In November 2011 the FBI posted a request to the FBO.gov website for up to 100,000,000 rounds of hollow point ammunition.
Just days ago a military ammunition supplier announced that the Department of Homeland Security had entered a contract to purchase 450 million rounds of .40 Caliber ammunition, which is more than on bullet for every man, woman and child in the United States.
According to an anonymous source the federal government is buying out all ammunition from military surplus stores and says vendors have told him they have been instructed to cease sales of ammunition to the public.
The source claims to have contacted numerous military surplus stores in an attempt to purchase 5.56 ammo and has been repeatedly informed the stores are sold out because the federal government is buying out all surplus ammo.
The vendors are also sold out of Federal M193 and M855 SS109 ammunition and military surplus suppliers and say that any remaining supply of 5.56 ammunition and .223 caliber is about to spike significantly in price due to the shortage being created by the government.
The source points out that after recently purchasing 440 rounds of federal surplus steel core ammo for $149.00 the price has now skyrocketed to over $440.00 for the same amount of ammunition.
While all of this is coming from an unreliable anonymous source I am putting it out there in case the claims are true.

The Department of Homeland Security and the Transportation Security Administration posted a market survey on the General Services Adminstration website today.

“The purpose of this questionnaire is to obtain information on
commercial industry capability to satisfy U.S. Department of Homeland
Security (DHS) Requirements for .357 SIG caliber training ammunition,”
the post states.
.357 SIG is billed as preferred pistol ammo by law enforcement and is lauded for its “stopping power.” The Virginia State Police report that attacking dogs have been stopped dead in their tracks by a single shot, whereas the former 147 grain 9 mm duty rounds would require multiple shots to incapacitate the animals, according to The Gun Digest Book of Combat Handgunnery.
Infowars.com has reported on numerous bids put out by the government for various weapons and millions of rounds of ammunition.
In July, we reported on a Department of Homeland Security plan to buy Colt LE901 rifle system. “The 901 is much more than your typical assault rifle,” notes the Prepper Podcast Radio Network website. The weapon will allow “the DHS/FEMA foot soldier to go from an assault rifle to picking off ‘terrorists’ at a distance by only changing the upper receiver.”
In June, FedBizOpps.gov listed a “Personal Defense Weapons Solicitation” issued by DHS calling for 5.56x45mm NATO select-fire firearms “suitable for personal defense.” The due date for the solicitation is mid-October of 2012
In April, we reported on the DHS awarding contracts to a munitions company for 450 million rounds of .40 caliber hollow point ammunition. Prior to this, the feds awarded Winchester a five year contract for 200 million rounds of .40 caliber ammunition.
“I could understand if the U.S. military was ordering ammunition in this quantity. When you fight wars you can go through ammunition very rapidly,” the American Dream blog commented following the extraordinary purchase. “But the Department of Homeland Security is only supposed to be shooting at people very rarely.”
Also in April, Paul Joseph Watson reported on the DHS purchasing bullet resistant guard booths. “The purpose behind the bullet proof booths is unknown, but the DHS has publicly announced that it plans to increase the number of unannounced checkpoints manned by TSA VIPR teams and other federal agents beyond the 9300 that were set up last year alone,” Watson wrote at the time.
“It looks like DHS and the feds are gearing up for something big. A growing chorus of urgent voices are warning that the economy will finally implode this year and the result with be social chaos,” we wrote in July.
As many are now well aware, the Federal Aviation Administration (FAA)
is pushing for the integration of drones into the national airspace,
especially for use by law enforcement and unsurprisingly a bill was passed and signed into law doing just that.
This is disturbing to some, for good reason. It has become clear that when you give the federal government an inch, they will take a mile. This can be seen quite plainly in the so-called war on terror and how the Department of Homeland Security (DHS) has rapidly expanded into a massive agency which regularly violates our rights.
It can also be seen in how some entities will simply give themselves ludicrous powers over the personal information of Americans, such as the National Counterterrorism Center (NCTC), which not long ago gave itself the power to keep the personal information of Americans – with absolutely no links to terrorism whatsoever – for a whopping five years.
A new report from CBS Los Angeles has revealed some disturbing truths regarding the United States military’s use of drones in American airspace and their sharing of data with various government entities and law enforcement agencies.
While it is far from news to most that the military is working with law enforcement in this regard, as evidenced by the launching of a military drone from a military base in order to conduct a domestic law enforcement operation, the documents obtained by CBS Los Angeles reveal some new information.
A non-classified intelligence report written by the U.S. Air Force dated April 23, 2012 reveals that video and other data captured “inadvertently” or “mistakenly” by military drones flying above the United States could quite easily end up in the hands of federal, state or local law enforcement agencies.
Even the local CBS affiliate in Los Angeles realizes that this is far from minor in pointing out that this procedure is means that law enforcement and the military are “doing an end-run around normal procedures requiring police to obtain court issued warrants.”
I have been an outspoken critic of the blending between law enforcement at the federal, state and local levels for quite a while now, and to me this intelligence report is actually not all that surprising.
I see this as par for the course when you’re dealing with a government which refuses to allow states to have law enforcement with any meaningful separation from federal entities.
This refusal can be seen in many ways and a recent striking example was in Massachusetts where the federal government refused to honor the wishes of the governor in implementing the centralized biometrics program which he refused to allow.
What might be shocking to some is that this military policy is actually far from new, as CBS Los Angeles points out, it is “a continuation of a policy already a few years old, but is causing more alarm now as drones appear poised to soon become a ubiquitous presence in the U.S. skies thanks to a federal policy to promote their use, first by law enforcement agencies, and then by commercial concerns.”
Personally, I do not think that law enforcement use of drones is acceptable, nor is commercial use, as we could very well see something like Google Street Drone View.
“We’ve seen in some records that were released by the Air Force just recently, that under their rules, they are allowed to fly drones in public areas and record information on domestic situations,” explains Jennifer Lynch, an attorney working with the Electronic Frontier Foundation (EFF).
“This report noted that they are able to collect that information and then determine whether or not they can keep it,” she explained.
We must realize that these reports actually allow this data to be passed on to a slew of other agencies, which means that they could very well pass it on to the NCTC, allowing the window for storage to widen considerably.
Under these guidelines, the military is allowed to hold on to data “accidentally” captured by drones for as long as three months before destroying it.
However, since they are able to turn over this data to “another department of Defense or government agency to whose function it pertains,” there is nothing stopping them from giving it to the NCTC which can then hold on to it with years despite no relation to terrorism.
The FAA recently introduced a “streamlined” process which allows law enforcement agencies to apply for permits to fly drones and get them approved and thus get drones in the air much quicker than previously expected.
This is noteworthy because it means that law enforcement will be able to get drones up in the air and operational much more rapidly than one might think.
Some law enforcement agencies have already expressed a willingness to purchase and use drones with support from the state government, such as Virginia where the governor cited the warzone successes of the unmanned vehicles and police chiefs seem more than willing to use them, even for purposes as nonsensical as traffic monitoring.
Officials from the Los Angeles Police Department and Los Angeles County Sheriff’s Department are evaluating the benefits of using drones in the significantly restricted and congested airspace around Los Angeles, although they have yet to purchase any.
While the U.S. Air Force’s guidelines claim that drones are not allowed to carry out “non-consensual surveillance” on U.S. citizens or property, there are plenty of exceptions to this allowing such surveillance to occur.

- Provision of specialized equipment and facilities. - Assistance of Air Force intelligence personnel. Air force intelligence personnel may be assigned to assist federal law enforcement authorities with the approval of the SecAF delegated authority and the concurrence of SAF/GC.
One of the most disturbing aspects of these guidelines is the inclusion of “foreign law.” This makes one wonder, which foreign laws will they honor? Why would foreign laws be honored in the United States of America? This aspect of the guidelines makes little to no sense to me but hopefully it will be cleared up to some degree.
Air Force spokesperson Captain Rose Richeson told KNX 1070 NEWSRADIO in an email, “The Executive Branch has promulgated detailed Departmental and Intelligence Community-wide instructions and directives about when it is appropriate to share information with federal, state, local and tribal law enforcement agencies consistent with the protection of privacy and civil liberties.”
Sure, that sounds great, except Richeson adds that “a court order or warrant is not required in all circumstances.”
The drone industry has boasted in the past about their ability to influence the government and has even said that they should use propaganda in order to influence the public’s opinion of these devices.

The US Government Has Ordered Over 750 Million Rounds of .40 Caliber Hollow Point Ammunition in the Last Three Years
In the last three years numerous domestic US government agencies have ordered a total of over 750 million rounds of .40 caliber ammunition.
That’s right, multiple government agencies that specifically operate primary inside the United States have gone on a literal ammunition spending spree in preparation for what they must believe will be some sort of violent event.
In 2009, Winchester Ammunition was awarded a contract to supply the Department of Homeland Security with 200 million rounds of .40 caliber hollow point ammunition.

According to an anonymous source the federal government is buying out all ammunition from military surplus stores and says vendors have told him they have been instructed to cease sales of ammunition to the public.
The source claims to have contacted numerous military surplus stores in an attempt to purchase 5.56 ammo and has been repeatedly informed the stores are sold out because the federal government is buying out all surplus ammo.
The vendors are also sold out of Federal M193 and M855 SS109 ammunition and military surplus suppliers and say that any remaining supply of 5.56 ammunition and .223 caliber is about to spike significantly in price due to the shortage being created by the government.
The source points out that after recently purchasing 440 rounds of federal surplus steel core ammo for $149.00 the price has now skyrocketed to over $440.00 for the same amount of ammunition.
While all of this is coming from an unreliable anonymous source I am putting it out there in case the claims are true.

I have been calling allot of ammo distributors and ALL of them are telling me that our government is [buying out] all the 5.56-.223 cal military surplus ammo. And they’re also telling the ammo distributors stop selling the ammo to civilians and their vendors because the government is buying it all up from everyone they can. I have also spoken with theses ammo dealers and they told me that the 5.56 and .223 ammo is going way up in price.
For instance…I paid $149.00 for federal surplus 440 rounds of steel core and now at the gun show today it was selling for $440.00 for 420 rounds. I have checked and ALLOT of places online are out of the Military surplus ammo by federal [including] M193 and M855 SS109 ammo. I did find one place still carrying both these ammo’s and good prices still, but they’re the only place I could find. If interested let me know and Ill forward the info.
I was also told by the same ammo dealers that the government is going to buy all the 9mm and .45 ammo up, so hurry and buy while you can at the lower prices while still available. Guess if they won’t take our guns because they figure that there are some many out there, they will just buy all most popular military calibers. Can’t shoot a gun with no ammo…stock up now while you still can.

DHS Posts Survey Prior to Bids on .357 SIG Duty Ammunition

The Department of Homeland Security and the Transportation Security Administration posted a market survey on the General Services Adminstration website today.
.357 SIG..357 SIG is billed as preferred pistol ammo by law enforcement and is lauded for its “stopping power.” The Virginia State Police report that attacking dogs have been stopped dead in their tracks by a single shot, whereas the former 147 grain 9 mm duty rounds would require multiple shots to incapacitate the animals, according to The Gun Digest Book of Combat Handgunnery.
Infowars.com has reported on numerous bids put out by the government for various weapons and millions of rounds of ammunition.
In July, we reported on a Department of Homeland Security plan to buy Colt LE901 rifle system. “The 901 is much more than your typical assault rifle,” notes the Prepper Podcast Radio Network website. The weapon will allow “the DHS/FEMA foot soldier to go from an assault rifle to picking off ‘terrorists’ at a distance by only changing the upper receiver.”
In June, FedBizOpps.gov listed a “Personal Defense Weapons Solicitation” issued by DHS calling for 5.56x45mm NATO select-fire firearms “suitable for personal defense.” The due date for the solicitation is mid-October of 2012
In April, we reported on the DHS awarding contracts to a munitions company for 450 million rounds of .40 caliber hollow point ammunition. Prior to this, the feds awarded Winchester a five year contract for 200 million rounds of .40 caliber ammunition.
“I could understand if the U.S. military was ordering ammunition in this quantity. When you fight wars you can go through ammunition very rapidly,” the American Dream blog commented following the extraordinary purchase. “But the Department of Homeland Security is only supposed to be shooting at people very rarely.”
Also in April, Paul Joseph Watson reported on the DHS purchasing bullet resistant guard booths. “The purpose behind the bullet proof booths is unknown, but the DHS has publicly announced that it plans to increase the number of unannounced checkpoints manned by TSA VIPR teams and other federal agents beyond the 9300 that were set up last year alone,” Watson wrote at the time.
“It looks like DHS and the feds are gearing up for something big. A growing chorus of urgent voices are warning that the economy will finally implode this year and the result with be social chaos,” we wrote in July.
The U.S. military is operating drones domestically and sharing data with law enforcement
This is disturbing to some, for good reason. It has become clear that when you give the federal government an inch, they will take a mile. This can be seen quite plainly in the so-called war on terror and how the Department of Homeland Security (DHS) has rapidly expanded into a massive agency which regularly violates our rights.
It can also be seen in how some entities will simply give themselves ludicrous powers over the personal information of Americans, such as the National Counterterrorism Center (NCTC), which not long ago gave itself the power to keep the personal information of Americans – with absolutely no links to terrorism whatsoever – for a whopping five years.
A new report from CBS Los Angeles has revealed some disturbing truths regarding the United States military’s use of drones in American airspace and their sharing of data with various government entities and law enforcement agencies.
While it is far from news to most that the military is working with law enforcement in this regard, as evidenced by the launching of a military drone from a military base in order to conduct a domestic law enforcement operation, the documents obtained by CBS Los Angeles reveal some new information.
A non-classified intelligence report written by the U.S. Air Force dated April 23, 2012 reveals that video and other data captured “inadvertently” or “mistakenly” by military drones flying above the United States could quite easily end up in the hands of federal, state or local law enforcement agencies.
Even the local CBS affiliate in Los Angeles realizes that this is far from minor in pointing out that this procedure is means that law enforcement and the military are “doing an end-run around normal procedures requiring police to obtain court issued warrants.”
I have been an outspoken critic of the blending between law enforcement at the federal, state and local levels for quite a while now, and to me this intelligence report is actually not all that surprising.
I see this as par for the course when you’re dealing with a government which refuses to allow states to have law enforcement with any meaningful separation from federal entities.
This refusal can be seen in many ways and a recent striking example was in Massachusetts where the federal government refused to honor the wishes of the governor in implementing the centralized biometrics program which he refused to allow.
What might be shocking to some is that this military policy is actually far from new, as CBS Los Angeles points out, it is “a continuation of a policy already a few years old, but is causing more alarm now as drones appear poised to soon become a ubiquitous presence in the U.S. skies thanks to a federal policy to promote their use, first by law enforcement agencies, and then by commercial concerns.”
Personally, I do not think that law enforcement use of drones is acceptable, nor is commercial use, as we could very well see something like Google Street Drone View.
“We’ve seen in some records that were released by the Air Force just recently, that under their rules, they are allowed to fly drones in public areas and record information on domestic situations,” explains Jennifer Lynch, an attorney working with the Electronic Frontier Foundation (EFF).
“This report noted that they are able to collect that information and then determine whether or not they can keep it,” she explained.
We must realize that these reports actually allow this data to be passed on to a slew of other agencies, which means that they could very well pass it on to the NCTC, allowing the window for storage to widen considerably.
Under these guidelines, the military is allowed to hold on to data “accidentally” captured by drones for as long as three months before destroying it.
However, since they are able to turn over this data to “another department of Defense or government agency to whose function it pertains,” there is nothing stopping them from giving it to the NCTC which can then hold on to it with years despite no relation to terrorism.
The FAA recently introduced a “streamlined” process which allows law enforcement agencies to apply for permits to fly drones and get them approved and thus get drones in the air much quicker than previously expected.
This is noteworthy because it means that law enforcement will be able to get drones up in the air and operational much more rapidly than one might think.
Some law enforcement agencies have already expressed a willingness to purchase and use drones with support from the state government, such as Virginia where the governor cited the warzone successes of the unmanned vehicles and police chiefs seem more than willing to use them, even for purposes as nonsensical as traffic monitoring.
Officials from the Los Angeles Police Department and Los Angeles County Sheriff’s Department are evaluating the benefits of using drones in the significantly restricted and congested airspace around Los Angeles, although they have yet to purchase any.
While the U.S. Air Force’s guidelines claim that drones are not allowed to carry out “non-consensual surveillance” on U.S. citizens or property, there are plenty of exceptions to this allowing such surveillance to occur.

It’s not just Homeland Security: US Army orders riot gear too

It’s more than just stockpiling surveillance drones to spy on US citizens: the United States Army is attempting to procure an arsenal of riot gear in case the military must go toe-to-toe with civilians on US soil.
A solicitation for weapons posted on the official government website for federal business opportunities reveals that the US Army has been in the market for nonlethal equipment that it very well might be used in the United States. In a Web posting made earlier this summer, the Army asked for bids regarding its request for riot shields, face masks, polycarbonate batons and body armor. On July 10, they awarded the contract to A2Z Supply Corp of Stevensville, Montana, who pledged to fulfill their request at the tune of $6,589.98.
The latest inquiry from the US Army was filed only a few weeks before another call for bids was published by the Department of Homeland Security. On July 26, the DHS Office of Procurement Operations also wrote on FBO.gov that they were soliciting contractors to help equip them with riot helmets, tactic gloves, shin guards, body armor and other equipment comparable that could be used in tandem with a complex “riot control system.” According to the 2001 Executive Order that established the DHS signed by then-President George W Bush, the agency “will coordinate the executive branch’s efforts to detect, prepare for, prevent, protect against, respond to and recover from terrorist attacks within the United States.” With an agency assigned only domestic duties asking for thousands of dollars’ worth of riot gear — and an army with more than one million soldiers seeking body army, not assault rifles — many are suggesting that the solicitation requests are readying the government for a full blown war with its own people on US soil.

Why Is Homeland Security Buying 450 Million Rounds of Hollow Point Bullets?

ATK announced that it is being awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement from the Department of Homeland Security, U.S. Immigration and Customs Enforcement (DHS, ICE) for .40 caliber ammunition. This contract features a base of 12 months, includes four option years, and will have a maximum volume of 450 million rounds.The hollow point, of course, features a pitted or hollow tip intended to expand upon entering its target. ATK says its ammunition is “engineered for 100-percent weight retention, limits collateral damage, and avoids over-penetration” — all hallmarks of the hollow point.

This is not the first time DHS has placed such an order, however. In 2009, it signed a contract with Winchester for the procurement of 200 million hollow points.
The order may seem unusually high, but gun experts I talked to said it is not necessarily unusual and simply reflects a long-running practice by DHS and law enforcement agencies to use any remaining budget surplus on items routinely used and that would not be called into question. The idea being that if an agency does not use its entire budget in expenditures, the government will lower its budget the following year.
On the other hand, the decreased retail availability for hollow points does drive up demand, and hence price for such ammunition. Whether the consequence is an intended one, remains to be seen.

Marine Corps Creates Law Enforcement Battalions
The Marine Corps has created its first law enforcement battalions — a lean, specialized force of military police officers that it hopes can quickly deploy worldwide to help investigate crimes from terrorism to drug trafficking and train fledgling security forces in allied nations.
The Corps activated three such battalions last month. Each is made up of roughly 500 military police officers and dozens of dogs. The Marine Corps has had police battalions off and on since World War II but they were primarily focused on providing security, such as accompanying fuel convoys or guarding generals on visits to dangerous areas, said Maj. Jan Durham, commander of the 1st Law Enforcement Battalion at Camp Pendleton.The idea behind the law enforcement battalions is to consolidate the military police and capitalize on their investigative skills and police training, he said. The new additions come as every branch in the military is trying to show its flexibility and resourcefulness amid defense cuts.
Marines have been increasingly taking on the role of a street cop along with their combat duties over the past decade in Iraq and Afghanistan, where they have been in charge of training both countries' security forces. Those skills now can be used as a permanent part of the Marine Corps, Durham said.

They also have changed their approach, realizing that marching into towns to show force alienates communities. Instead, they are being taught to fan out with interpreters to strike up conversations with truck drivers, money exchangers, cellphone sellers and others. The rapport building can net valuable information that could even alert troops about potential attacks.
But no group of Marines is better at that kind of work than the Corps' military police, who graduate from academies just like civilian cops, Durham said. He said the image of military police patrolling base to ticket Marines for speeding or drinking has limited their use in the Corps. He hopes the creation of the battalions will change that, although analysts say only the future will tell whether the move is more than just a rebranding of what already existed within the Corps.
The battalions will be capable of helping control civil disturbances, handling detainees, carrying out forensic work, and using biometrics to identify suspects. Durham said they could assist local authorities in allied countries in securing crime scenes and building cases so criminals end up behind bars and not back out on the streets because of mistakes.
"Over the past 11 years of combat operations in Iraq and Afghanistan, some lessons learned painfully, there has been a growing appreciation and a demand for, on the part of the warfighter, the unique skills and capabilities that MPs bring to the fight," Durham said. "We do enforce traffic laws and we do write reports and tickets, and that's good, but we do so much more than that."
Durham said the Marine Corps plans to show off its new battalions in Miami later this month at a conference put on by the Southern Command and that is expected to be attended by government officials from Central American countries, such as Guatemala, Honduras, El Salvador and Belize.
Defense analyst Loren Thompson said the battalions make sense given the nature of today's global threats, which include powerful drug cartels and other criminal gangs that often mix with religious and political extremists, who use the profits to buy their weaponry.
"This is a smart idea because the biggest single problem the Marines have in dealing with low-intensity types of threats is that they basically are trained to kill people," he said. "It's good for the Marines to have skills that allow them to contain threats without creating casualties."

If Marines are sent in to do law enforcement but are attacked, will they go back to being warfighters? And if so, what are the implications? Solis asked.
"Am I a Marine or a cop? Can I be both?" he said. "Cops apply human rights law and Marines apply the law of war. Now that it's blended, it makes it tougher for the young men and women who have to make the decision as to when deadly force is not appropriate."
Durham said that military police understand that better than any Marine since they are trained in both.
"They are very comfortable with the escalation of force," he said. "MPs get that. It's fundamental to what we do."
