Frankenstorm Hurricane Sandy manipulated by HAARP to disrupt

Hurricane Sandy headed north from the Caribbean on Saturday and was expected to pummel the eastern United States.
The U.S. National Weather Service said the storm was expected to make landfall early Tuesday near the Delaware coast, then hit two winter weather systems as it moves inland, creating a hybrid monster storm that could bring torrential rain, high winds, and up to two feet of snow.
Even if Sandy loses strength and makes landfall as something less than a hurricane, the combined storm was expected to bring misery to a huge section of the eastern U.S. An 800-mile wide swath of the country could see 50 
50 mph winds regardless of Sandy's strength.
On Saturday morning, forecasters said hurricane-force winds of 75 mph could be felt 100 miles away from Sandy's center.
Sandy killed at least 58 people in the Caribbean, destroyed or badly damaging thousands of homes, and knocked down trees and power lines. On Saturday morning, the storm was about 355 miles southeast of Charleston, South Carolina. Its sustained wind speed was about 75 mph.
This morning, aware of Mercury turning to go retrograde on Election Day, and of the possible East Coast storm track and massive power outages for Frankenstorm Sandy , and of the seemingly exquisite timing (expected landfall Tuesday, October 30, one day past the high-tides of Scorpio/Taurus Full Moon and one week prior to Tuesday, November 6th elections), I googled, “Hurricane Sandy caused by HAARP?“ 
I’m not the only one to ask that question.

My question: how do we know it’s Obama that’s behind the conspiracy, if indeed there is one, to disrupt the elections (and call in the troops, institute martial law, activate FEMA camps, finalize the police state, and yada yada!) in this particular manner?
Answer: we don’t.
Bottom line is: Mercury, planet of communications, will turn to go retrograde on that very day of the U.S. Elections. And as above, so below.
The last time Mercury was retrograde  during U.S. Elections was during the Supreme Court-ruled, hanging-chad 2000 debacle. This time the confusion is bound to be even more intense, since when a planet turns, on the very day it turns, the effects are most powerful.

 Ever Directed In Path of Hurricane Sandy

An independent website  that has a real-time sensor network  from over 28 sensors placed in rural areas across the United States has recorded the strongest HAARP readings in the projects history.
The readings, in and around the New England area, are literally off the charts and lend credence to other claims that Hurricane Sandy is possibly being engineered  to cause massive destruction.

In a Facebook post,  the HAARP monitoring website posted this startling description above the photo of the readings:

A post on theWeatherSpace.com  also reported on the readings from HAARP Status and confirmed that these readings have, until now, been unheard of.
The article noted that while the National Weather Service is claiming that the hurricane is set to hit New Jersey, HAARP Status is predicting landfall in New England. (which is where the off the chart HAARP patterns has been recorded.)
“I’ve never seen it that white before,” said TheWeatherSpace.com Senior Meteorologist Kevin Martin.
“They indicate the white means higher than their values can hold so whatever it is is a bad signals.”
Regardless of where the hurricane actually hits, these readings seem to indicate that some sort of engineering of the storm has taken place whether or not it was to push the storm into the country or away from it remains up to the reader to decide.
Interestingly, this remarkable info comes as many in the alternative media have speculated whether or not Sandy was being engineered in order to somehow disrupt the elections.

In the broadcast above, the fact that this storm could very well knock out power throughout the east coast, therefore completely and totally disrupting the election as a way to somehow keep Obama in power, is detailed meticulously.
This is a very important point when you consider that we now apparently have off the chart HAARP readings throughout the east coast.
The obvious hope is that the storm will decrease in strength as it moves closer to the United States and this may very well happen but the fact remains that weather modification is a 100% real, declassified FACT and ignoring its possibility would be outright insane.

Wavelengths -
Shortwaves indicate near events, a high short spike usually means a short term major event is about to happen in that area.
Longwaves and steady increases usually mean a large scale change is developing in the area that will effect a large area’s upper level jet stream.
M1 – M2 - Slight change is expected, but overall the weather pattern is not being affected.
M3 – M5 – Change is expected and the reading indicates between then and and a few days it will happen. This is considered a moderate reading, which if a short spike can be a nearby event such as severe weather, unexpected lightning, or a tornado.
M6 – M9 – Significant change is expected. Anything over M7 is rare and special attention must be directed when readings go seven and higher. Severe storms are associated with this reading, which if a short spike can be a nearby event and a long duration and slowbuild being a large scale change.
M10 – Associated with tornado outbreaks. This also can be strong hurricanes and blizzards.

Requires the Program to be headed by a Director, who shall be appointed by the Director of the Geosciences Directorate. Instructs the Director of the NSF to coordinate the work of the Program with the Office of Science and Technology Policy (OSTP). Authorizes the Director of the Program to: (1) fund studies, obtain information, and hold workshops necessary to carry out this Act; (2) cooperate with public or private agencies to promote the purposes of this Act; and (3) enter into cooperative agreements with the head of a U.S. department or agency, an appropriate official of a state or political subdivision of a state, or an appropriate official of a private or public agency or organization to conduct research and development (R&D) pertaining to weather mitigation. In a lecture on April 27, 1997 at the University of Georgia former Secretary of Defense, William Cohen spoke on weapons of mass destruction.  At that lecture Cohen asserted that “electromagnetic waves can be used to stimulate geophysical events such as earthquakes, climate change, volcanic eruptions and the like”.
Secretary of Defense Cohen also stated that this is being used in an ecotype of terrorism.  Can we take Cohen’s assertions to be factual?  As Secretary of Defense, Cohen would have had first hand technical knowldge of the existence of such a weapon of mass destruction.  So if what he was saying is true who is using this weapon of mass destruction and ecotype of terrorism?  Since Cohen worked for the United States government the only plausible answer would be the United States government.
Former US Secretary of Defense, William Cohen was actually warning us in 1997 that the United States government has developed and is now actively using a weapon that is capable of causing mass destruction by triggering earthquakes, weather modification (inducing heavy rainfall that causes floods or no rainfall which causes droughts), volcanic eruptions and the like.  Cohen was warning us about the existence of HAARP.  HAARP was developed by the Bill Clinton / Al Gore administration as a United States weapon of mass destruction. HAARP was ordered built by Bill Clinton and Al Gore to beam electromagnetic waves into the Earth’s inosphere to trigger geophysical events such as earthquakes, climate modification (change), volcanic eruptions and the like.
Congressional Hearing records during the Clinton administration and HAARP patents disclose that HAARP beaming heats the inosphere.  As we all know heat causes things to expand. We also know that heat rises.  As HAARP heats one part of the ionosphere the ionosphere expands and gets pushed higher.  This HAARP ionosphere heating can cause a controlled diverting or altering of the natural path of jet streams. What does manipulating the jet stream have to do with manipulating the weather?  The jet stream is literally a fast flowing (at jet speed) stream – of water vapor.  The jet stream transports atmospheric rivers of water vapor around the World.
These jet streams of vapor carry an amount of water vapor roughly equivalent to the average flow of water at the mouth of the Mississippi River. When these atmospheric rivers make landfall, they often release this water vapor in the form of rain or snow. By manipulating the jet stream (pushing or pulling it off course) HAARP can modify the weather. HAARP can alter the path an existing high pressure weather system (clear skies) or low pressure weather system (storm clouds) anywhere on Earth just by heating the ionsphere over the target region. HAARP can also create a column-shaped hole with a diameter of 30 miles that rises a couple of hundred kilometers through the atmosphere. The lower atmosphere then moves up the column to fill in that space, and it changes pressure systems below.
The result of hot surface air being sucked up into the column to fill the HAARP created column-shaped hole is a HAARP created hurricane (if HAARP column-shaped hole is made over water) or tornado (if HAARP column-shaped hole is made over land). The April/May 2000 issue of Scientific American contains an article on the effects of altering the course of the jet stream. This slight change to the jet stream path occurred right above the HAARP facility. That little movement created a storm front 4,000 miles away in east Texas and Louisiana to move into central Florida where it triggered a couple of tornadoes.
This article gives evidence that weather modification is certainly possible with only a slight change to the jet stream. In 1998 Bernard Eastlund completed a paper on how to knock out tornadoes using a space-based, solar-collecting microwave generator, which he called theThunderstorm Solar Power Satellite. The microwaves would heat the rainy downdraft inside the storm, disrupting the convective forces needed to concentrate the tornado’s power, and so effectively stop it from forming. The Jet Stream Solar Power Satellite is described by Eastlund as “a dual use Satellite which can focus microwave energy into a jet stream to change the direction of a jet stream.  It does this by triggering turbulence in the flowing air which decreases the flow velocity of an edge region of the flow and generating a pressure differential that changes the direction of the bulk air flow.“
HAARP Sea-Based X-Band Radar (SBX) platform
Updated April 21, 2011 – The HAARP (High Frequency Active Auroral Research Program) website has been down for the past 3 weeks.  It was ordered taken down by the US government to conceal US weather modification and earthquake inducing warfare activities against foreign states.  The HAARP website was publishing very damaging evidence of US military weather modification and earthquake triggering operations against foreign states.  HAARP’s waterfall charts and magnetometer charts gave evidence of an ongoing weather war between the United States government and foreign states.  The magnetometer presented concrete evidence that HAARP triggered the Japan earthquake and ensuing tsunami. HAARP’s magnetometer can be used to predict as well as give evidence of a HAARP created earthquake.  A magnetometer measures disturbances in the magnetic field in Earth’s upper atmosphere.    HAARP was broadcasting a 2.5 Hz frequency (the signature frequency of an earthquake) from just before midnight on March 8, 2011 and continued to broadcast the frequency for the entire days of March 9, 2011 and March 10, 2011. The 2.5 Hz frequency continued to be broadcasted and recorded by the magnetometer for another 10 hours the day of the Japan 9.0 magnitude earthquake. Scientists at the HAARP institute discovered that a 2.5 Hz radio frequency is the signature frequency of an earthquake.   Since this discovery the HAARP phased array antennas have been used by the US military to beam the earthquake frequency into the ionosphere and the ionosphere reflects it back to Earth – penetrating as deeply as several kilometers into the ground, depending on the geological makeup and subsurface water conditions in a targeted area..  By beaming the frequency at a specific trajectory HAARP can trigger an earthquake any place on Earth.  A short burst isn’t enough to disturb solid matter (the Earth crust) so they keep beaming the 2.5 Hz earthquake frequency for hours or days – until the desired effect is achieved. The Environmental Modification Convention (ENMOD) prohibits the military or other hostile use of environmental modification techniques. It opened for signature on 18 May 1977 in Geneva and entered into force on 5 October 1978. The Convention bans weather warfare, which is the use of weather modification techniques for the purposes of inducing damage or destruction. Evidence from HAARP’s own website revealed that the US government was acting in violation of the ENMOD treaty – use of weather modification techniques (HAARP) for the purposes of inducing damage or destruction.  HAARP broadcasting data published on the HAARP website coincided with a number of recent major catastrophes such as the 2010 Haiti earthquake, the 2010 heatwave in Russia, the major floorings in 2010 in China and Pakistan and the major earthquakes in Haiti and Japan – all occurred since US president and commander-in-chief of the United States military Barack Hussein Obama took office. The Japan 9.0 earthquake offered the most damaging evidence of the US government using HAARP to induce major damage and destruction against a foreign state.   HAARP’s magnetometer data showed the World that HAARP (jointly managed by the US Air Force and the US Navy) began broadcasting the earthquake inducing frequency of 2.5 Hz on March 8, 2011 and continued to broadcast the frequency for the entire days of March 9, 2011 and March 10, 2011.  HAARP wasn’t turned off until 10 hours after the Japan 9.0 magnitude earthquake that was triggered on Friday, March 11, 2011 at 05:46:23 UTC.  Smaller earthquakes have continued for weeks without being registered on the HAARP magnetometer.  Why?  Because, as stated before a magnetometer measures disturbances in the magnetic field in Earth’s upper atmosphere.  It is not a seismometer which measure motions of the ground.  The magnetometer doesn’t measure seismic activity it measures and records electromagnetic frequencies in the Earth’s atmosphere.  HAARP’s antenna array beams the 2.5 Hz earthquake inducing radio frequency into the atmosphere where a magnetometer can record and provide concrete evidence of a US weather modification and earthquake triggering attack against foreign states.

Congress was informed by people in the High Frequency Active Auroral Research Program that the bounced signals would be used to look inside the planet to a depth of many kilometers in order to locate underground munitions, minerals and tunnels. If you bounced the known earthquake signature signal (2.5 Hz) for a sustained period of time an earthquake could triggered many kilometers inside Earth’s crust.  The U.S. Senate actually set aside $15 million dollars in 1996 (Clinton and Al Gore Administration) to develop this ability alone — earth-penetrating-tomography. Update April 21, 2011 Under pressure from the International community the HAARP website is up again.  No data is available from April 7 to April 12, 2011.  Data before and after shows the signature frequency of an earthquake (2.5Hz) being transmitted.  Also shows energy spikes which indicates active weather modification.  Now that the website is up again you can view the data for the Japan earthquake at http://137.229.36.30/cgi-bin/scmag/disp-scmag.cgi?20110311.  From the magnetometer induction data you can see 2.5Hz (earthquake inducing frequency) being broadcasted and recorded for several days before the 9.0 magnitude earthquake.  To see what a normal (no HAARP  broadcasting) day looks like view the magnetometer charts for the days of March 15, 16 and 17 – March 16, 2011 http://137.229.36.30/cgi-bin/scmag/disp-scmag.cgi?date=20110316&Bx=on.  No earthquake inducing broadcast was detected from March 15 to March 27, 2011.  On March 28, 2011 a low powered broadcast was detected from approximately 12:00 am to 3:00 am.  Broadcasting resumed on April 2, 2011. April 6, 2011 shows you what the magnetometer charts looks like when a solar storm blasts Earth.    No data is available from April 7, 2011 to April 13, 2011 – a shutdown.  Starting on April 15, 2011 and ending approximately 10:00 am April 16, 2011 the earthquake inducing frequency of 2.5Hz was detected being broadcasted. Weather Modification  To detect active weather modification use the HAARP waterfall charts.  Weather modification doesn’t require a long sustained activation and broadcast.  Look at the chart for April 20, 2011.  The chart is missing data for approximately 1 hour.   Since PRESS Core has been studying and writing about HAARP and how to recognize a weather modification incident HAARP data is being censored in exactly the same manner as seen by the chart for April 20, 2011. The HAARP waterfall chart for July 28, 2010 (link image shown above) shows what a HAARP weather modification broadcast looks like.  The tight color band from 2:30 PM to 5:00 PM is evidence of a HAARP weather modification broadcast.  That type of data is being deleted from the waterfall charts – see HAARP waterfall chart for April 20, 2011 – http://maestro.haarp.alaska.edu/data/spectrum2/data/last36_hf.gif  The United States Air Force and Navy has provided a visual insight into what caused the 9.0 magnitude off of Japan on March 11, 2011 at 05:46:23 UTC.  The image above was downloaded from the High Frequency Active Auroral Research Program (HAARP) website.  It is a time-frequency spectrogram, which shows the frequency content of signals recorded by the HAARP Induction Magnetometer. This instrument, provided by the University of Tokyo, measures temporal variations in the geomagnetic field (Earth’s magnetosphere) in the ULF (ultra-low frequency) range of 0-5 Hz.  Notions have been added to the image to show you what was happening the day the Japan earthquake and tsunami struck. By looking at the accompanying HAARP spectrum chart above you can see when the 9.0 magnitude earthquake struck – red line drawn vertically – and what was happening before and after the earthquake.  What you can also see is a constant ULF frequency of 2.5 Hz being recorded by the magnetometer.  The ULF 2.5 Hz frequency is evidence of an induced earthquake.  The chart recorded this constant before, during and after the 9.0 magnitude earthquake struck.  On March 11, 2011 the 2.5 Hz ULF frequency was being emitted and recorded from 0:00 hours to about 10:00 hours – or for 10 hours.  We know for a fact that the Japan earthquake lasted only a few minutes so why was the earthquake signature frequency (2.5 Hz) being recorded for 10 hours on the morning of March 11, 2011?  Because a HAARP phased array antenna system was broadcasting (transmitting) the 2.5Hz ULF frequency and it triggered the Japan earthquake and ensuing tsunami. If you go to HAARP’s official website you can see for yourself that the 2.5 Hz ULF frequency wasn’t only being broadcated for 10 hours, it was constantly being broadcasted for 2 days prior to the earthquake.  Broadcasting began on March 8, 2011, just before midnight as you can see on HAARP’s website page – http://maestro.haarp.alaska.edu/cgi-bin/scmag/disp-scmag.cgi?20110308.  Click on the Next Day link to see that the earthquake inducing 2.5 Hz ULF frequency was being broadcasted for the entire days of March 9, 2011 and March 10, 2011.  Even though the signature frequency of an earthquake was shown throughout March 9 and March 10 there were no constant earthquakes occurring off the east coast of Japan. What is the significance of a 2.5 Hz ULF broadcast?  The natural resonance of an earthquake is 2.5 Hz.  Scientists working for the United States military discovered this using the phased array antennas at the HAARP facility in Alaska.  HAARP’s own charts suggests that earthquakes occurred constantly for 3 days.  We know for a fact that they haven’t. The HAARP magnetometer data provides proof that the Japan earthquake was not a naturally occurring quake – it was triggered.  This data shows us that a HAARP military installation was broadcasting the known earthquake signature frequency in order to trigger a major earthquake.  The broadcast was most likely being transmitted from a floating HAARP system like the floating Sea-Based X-Band Radar platform that can be moved anywhere in the Pacific or Atlantic ocean under the protection of a carrier strike group – like the USS Ronald Regan.  Where was the USS Ronald Reagan on the morning of March 11, 2011?  According to a Stars & Stripes March 9, 2011 report – Reagan carrier group steams toward South Korea to join exercise.  Evidence or Conspiracy theory? Is this evidence or just a bunch of nonsense attached to a baseless conspiracy theory and recklessly made public by a crackpot?  The above image is of the HAARP Sea-Based X-Band Radar (SBX) platform which does exist – not a conspiracy theory.  The preceding link is to the United States Navy website.  What is sitting on top of the deck of the SBX is a phased array antenna – a key component of the Missile Defense Agency (MDA) GMD system – clearly not a conspiracy theory. The military vessel includes power plant, a bridge, control rooms, living quarters, storage areas and the infrastructure necessary to support the massive X-band radar. The SBX radar is the most sophisticated phased array, electro-mechanically steered X-band radar in the world – according to Boeing claims. The phased array antenna consists of thousands of antennas driven by transmit/receivemodules.  The radar is designed and built by Raytheon Integrated Defense Systems for Boeing, the prime contractor on the project for the United States Missile Defense Agency (MDA).  Boeing, Raytheon and MDA exists – also not a conspiracy theory. HAARP does exists.  The HAARP program is no secret.  Their own website states that: The HAARP program is committed to developing a world class ionospheric research facility consisting of:  The Ionospheric Research Instrument (IRI), a high power transmitter facility operating in the High Frequency (HF) range. The IRI will be used totemporarily excite a limited area of the ionosphere for scientific study. Even World renowned Stanford University knows about and publishes reports on the activities at the HAARP installations – Experiments with the HAARP Ionospheric Heater –

The facility houses many diagnostic instruments for studying the ionosphere, butthe highlight is the HF transmitter array. This array consists of 15×12 crossed dipole antennas, which together can transmit a total of 3600kW of RF power at frequencies from 2.8 – 10 MHz (HF, high frequency range). This power is partially absorbed by the ionosphere, and though only a tiny fraction of the power it naturally receives from the sun, can still produce subtle changes that can be detected with sensitive instruments. The VLF group focuses on using HAARP to generate ELF and VLF waves through a process called modulated heating. Such experiments have been conducted since 1999.  The High-frequency Active Auroral Research Program (HAARP) is a congressionally initiated program jointly managed by the U.S. Air Force and U.S. Navy. The United States Congressional records show that HAARP is funded by the US government. The U.S. Senate set aside $15 million dollars in 1996 (Clinton administration) to develop the ability to penetrate the earth with signals bounced off of the ionosphere. This earth-penetrating-tomography has since been developed and used by the US government to look inside the planet to a depth of many kilometers in order to locate underground munitions, minerals and tunnels. The problem is that the frequencies used by HAARP for earth-penetrating tomography is also within the frequency range most cited for disruption of earth’s own electromagnetic field. HAARP patents states that HAARP can beam radio energy into the Auroral electrojet, the curved, charged-particle stream formed at high latitudes where the solar wind interacts with Earth’s magnetic field. The radio energy then disperses over large areas through ductlike regions of the ionosphere, forming a virtual antenna that can be thousands of miles in length. Such an ELF antenna can emit waves penetrating as deeply as several kilometers into the ground, depending on the geological makeup and subsurface water conditions in a targeted area. HAARP uses ground-penetrating radar (GPR) to beam pulses of polarized high-frequency radio waves into the ionosphere. These pulses can be finely tuned and adjusted so that the bounced ground penetrating beam can target a very specific area and for a specific length of time. Beaming a very large energy beam into the ground for an extended period can cause an earthquake. After all, an earthquake is the result of a sudden release of energy in the Earth’s crust that creates seismic wave resonances. The same array of antennas that are used by HAARP for ground penetrating tomography can also be used to penetrate deep into the ground and cause an earthquake anywhere around the World. Geophysical events like earthquakes and volcanic eruptions – the kinds of things that may already be on the edge of discharge – can, with the right resonant energies added into the system, cause them to overload and actually fracture. Former U.S. Secretary of Defense William S. Cohen actually made the statement regarding weapons of mass destruction and the idea of generating earthquakes artificially.  In a April 28, 1997 DoD News Briefing at the Conference on Terrorism, Weapons of Mass Destruction, and U.S. Strategy at the Georgia Center, Mahler Auditorium, University of Georgia, Athens, Ga. Cohen stated: “Others are engaging even in an eco- type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves.” United States Patent 5041834 – Artificial ionospheric mirror composed of a plasma layer which can be tilted. METHOD AND APPARATUS FOR ALTERING A REGION IN THE EARTH’S ATMOSPHERE, IONOSPHERE, AND/OR MAGNETOSPHERE  “Environmental warfare is defined as the intentional modification or manipulation of the natural ecology, such as climate and weather, earth systems such as the ionosphere, magnetosphere, tectonic plate system, and/or the triggering of seismic events (earthquakes) to cause intentional physical, economic, and psycho-social, and physical destruction to an intended target geophysical or population location, as part of strategic or tactical war.” World renowned scientist Dr. Rosalie Bertell confirms that ~ “US military scientists · are working on weather systems as a potential weapon. The methods include the enhancing of storms and the diverting of vapor rivers in the Earth’s atmosphere to produce targeted droughts or floods.” In the 1970s, former National Security advisor Zbigniew Brzezinski had foreseen in his book “Between Two Ages” that: “Technology will make available, to the leaders of major nations, techniques for conducting secret warfare, of which only a bare minimum of the security forces need be appraised… Techniques of weather modification could be employed to produce prolonged periods of drought or storm. ” Marc Filterman, a former French military officer, outlined several types of “unconventional weapons” using radio frequencies. He refers to “weather war,” indicating that the U.S. and the Soviet Union had already “mastered the know-how needed to unleash sudden climate changes (hurricanes, drought) in the early 1980s.” These technologies make it “possible to trigger atmospheric disturbances by using Extremely Low Frequency (ELF) radar [waves].” A study of future defense “scenarios” commissioned for the US Air Force calls for: “US aerospace forces to ‘own the weather’ by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications.” From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns to complete dominance of global communications and counterspace control, weather-modification offers the war fighter a wide-range of possible options to defeat or coerce an adversary. In the United States, weather-modification will likely become a part of national security policy with both domestic and international applications. Using HAARP’s own data from their website the World can see exactly when the US military is using HAARP. What this means is that HAARP is now being used by the US military to selectively modify the climate of foreign states with a view to destabilizing its national economy. All this is being done in violation of the 1976 ENMOD Convention to which the United States is a signatory to. The ENMOD Convention prohibits use of environmental modification techniques as a method of warfare. States are also prohibited from assisting others in the hostile use of environmental modification. Any State Party to this Convention which has reason to believe that any other State Party is acting in breach of obligations deriving from the provisions of the Convention may lodge a complaint with the Security Council of the United Nations. Such a complaint should include all relevant information as well as all possible evidence supporting its validity. Article VII This Convention shall be of unlimited duration. UNDERSTANDINGS REGARDING THE CONVENTION Understanding Relating to Article I It is the understanding of the Committee that, for the purposes of this Convention, the terms, “widespread”, “long-lasting” and “severe” shall be interpreted as follows: (a) “widespread”: encompassing an area on the scale of several hundred square kilometres; (b) “long-lasting”: lasting for a period of months, or approximately a season; (c) “severe”: involving serious or significant disruption or harm to human life, natural and economic resources or other assets. It is further understood that the interpretation set forth above is intended exclusively for this Convention and is not intended to prejudice the interpretation of the same or similar terms if used in connexion with any other international agreement. Understanding Relating to Article II It is the understanding of the Committee that the following examples are illustrative of phenomena that could be caused by the use of environmental modification techniques as defined in Article II of the Convention: earthquakes, tsunamis; an upset in the ecological balance of a region; changes in weather patterns (clouds, precipitation, cyclones of various types and tornadic storms); changes in climate patterns; changes in ocean currents; changes in the state of the ozone layer; and changes in the state of the ionosphere. It is further understood that all the phenomena listed above, when produced by military or any other hostile use of environmental modification techniques, would result, or could reasonably be expected to result, in widespread, long-lasting or severe destruction, damage or injury. Thus, military or any other hostile use of environmental modification techniques as defined in Article II, so as to cause those phenomena as a means of destruction, damage or injury to another State Party, would be prohibited. It is recognized, moreover, that the list of examples set out above is not exhaustive. Other phenomena which could result from the use of environmental modification techniques as defined in Article II could also be appropriately included. The absence of such phenomena from the list does not in any way imply that the undertaking contained in Article I would not be applicable to those phenomena, provided the criteria set out in that article were met.
 A magnetometer can be used to predict as well as give evidence of a HAARP created earthquake.  A magnetometer measures disturbances in the magnetic field in Earth’s upper atmosphere.  It is not a seismometer which measure motions of the ground.  The magnetometer doesn’t measure seismic activity it measures and records electromagnetic frequencies in the Earth’s atmosphere. HAARP’s phased array antennas beam radio wave frequencies into the atmosphere.  A radio wave is essentially an electromagnetic frequency, as is solar radiation.  The scientists at the HAARP institute found that a 2.5 Hz radio frequency is the signature frequency of an earthquake.  HAARP beams that earthquake frequency into the ionosphere and the ionosphere reflects it back to Earth – penetrating as deeply as several kilometers into the ground, depending on the geological makeup and subsurface water conditions in a targeted area..  By beaming the frequency at a specific trajectory HAARP can trigger an earthquake any place on Earth.  A short burst isn’t enough to disturb solid matter (the Earth crust) so they keep beaming the 2.5 Hz earthquake frequency for hours or days – until the desired effect is achieved. HAARP was broadcasting the 2.5 Hz frequency from just before midnight on March 8, 2011 and continued to broadcast the frequency for the entire days of March 9, 2011 and March 10, 2011. The 2.5 Hz frequency continued to be broadcasted and recorded by the magnetometer for another 10 hours the day of the Japan 9.0 magnitude earthquake. You will notice on the USGS website that the Japan earthquake didn’t occur on the Ring of Fire Fault line.  The epicenter was some 100 km west of the fault.  The earthquake epicenter occurred on solid ground.

ENVIRONMENTAL WARFARE BAN

The Environmental Modification Convention (ENMOD) is an international treaty prohibiting the military or other hostile use of environmental modification techniques. It opened for signature on 18 May 1977 in Geneva and entered into force on 5 October 1978. The Convention bans weather warfare, which is the use of weather modification techniques for the purposes of inducing damage or destruction.

Huge rivers of water flow above us in Earth’s lower atmosphere. These “atmospheric rivers” are not actually condensed water, but are vapors that really flow. We cannot see them, nor realize they are there when we fly in an airplane through them, but, these vapor rivers are enormous. Their flows rival the actual flow on Earth of the mighty Amazon River. These rivers of vapor are 420 to 480 miles wide and up to 4,800 miles long. Atmospheric rivers are relatively long, narrow regions in the atmosphere – literally rivers in the sky – that transport most of the water vapor outside of the tropics. These columns of vapor move with Earth’s atmosphere, carrying an amount of water vapor roughly equivalent to the average flow of water at the mouth of the Mississippi River.
When the atmospheric rivers make landfall, they often release this water vapor in the form of rain or snow. Scientists discovered that there are five (5) atmospheric rivers in the Northern Hemisphere and five (5) more in the Southern Hemisphere. Each of these 10 rivers carries huge amounts of water vapor.  Although atmospheric rivers come in many shapes and sizes, those that contain the largest amounts of water vapor and the strongest winds can create extreme rainfall and floods, often by stalling over watersheds vulnerable to flooding. These events can disrupt travel, induce mudslides and cause catastrophic damage to life and property. Not all atmospheric rivers cause damage; most are weak systems that often provide beneficial rain or snow that is crucial to the water supply.
Atmospheric rivers are a key feature in the global water cycle and are closely tied to both water supply and flood risks. While atmospheric rivers are responsible for great quantities of rain that can produce flooding, they are essential to the existence of all life on Earth. The US has discovered a way to manipulate the Earth’s atmospheric rivers and use it as a weapon of mass destruction.  The Clinton administration (Al Gore as vice-president) began funding this new star wars weapon system in 1996.  HAARP (High-frequency Active Auroral Research Program) was created to give the US Force the capability of “Owning the Weather”.
HAARP was developed as a weather modification system to achieve military objectives.  HAARP scientists were given the task by Bill Clinton and Al Gore to manipulate or alter certain aspects of the environment to produce desirable changes in weather.  HAARP achieved what it was ordered to do when it developed a system of phased array antennas that beams gigawatts (1 gigawatt = 1 billion watts) of electricity into the protective ionosphere of Earth’s atmosphere.  The billions of watts of electricity beamed by HAARP heats up a targeted area of Earth’s atmosphere.  The heating manipulates the weather by pushing the Earth’s Atmospheric Rivers upwards.  HAARP atmospheric heating creates a low pressure system that pushes the Atmospheric Rivers upwards where the water vapor condenses and forms precipitation (rain, snow).
As Atmospheric Rivers are 400-600 km wide and carries an amount of water vapor roughly equivalent to 10-20 times the average flow of liquid water at the mouth of the Mississippi River HAARP is able to create extreme rainfall and massive floods. To fully understand what HAARP is doing you need to know and understand what causes it to rain.  Atmospheric pressure at the Earth’s surface is one of the keys to weather, which is one reason weather maps feature H’s and L’s, representing areas of high and low air pressure. High and low pressure areas are important because they affect the weather.   A “high” is an area where the air’s pressure is higher than the pressure of the surrounding air. A “low’ is where it’s lower.  The pressure is high at the surface where air is slowly descending — much too slowly to feel. And, this is going on over a large area, maybe a few hundred square miles. As air descends, it warms, which inhibits the formation of clouds. This is why high pressure is generally — but not quite always — associated with good weather.
High atmospheric pressure leads to stable air conditions. When the ground is heated, the air will not rise. If air does not rise, water vapor in the atmospheric rivers cannot condense.  In an area of low pressure the air has a tendency to rise. As air rises, it cools and if there is enough water vapour it may condense to form clouds and rain. This is why a low pressure is generally associated with wet weather.  HAARP is used to manipulates weather by creating either a high or low pressure – depending on the effect desired.  To cause the drought in Russia in 2010 HAARP created a high pressure system over Russia for weeks on end.
To cause the floods in China, Pakistan, Australia and in US crop producing states HAARP created a low pressure system. In order for HAARP to create Biblical flooding like what were seen in Pakistan, China and Australia in 2010 HAARP created an electromagnetic dam.  This electromagnetic dam caused the Atmospheric Rivers to stall over the targets which caused astronomical amounts of precipitation to fall on the target areas.  HAARP scientists discovered that ELF wave beaming can cause an electronic dam to be created in the atmosphere! These electronic dams can divert or block these vapor rivers, causing huge amounts of rainfall to be dumped.
The HAARP created electromagnetic dam blocks the flow of the atmospheric river, causing it to back up behind the dam.  Eventually atmospheric river pressure builds up and undermines the HAARP dam causing a sudden release of the impounded precipitation.  Did HAARP cause the Pakistan, China, and Queensland Australia floods?  Scientific evidence says yes.  Did HAARP cause the Russian heatwave?  Scientific evidence says yes.  Is HAARP responsible for the flooding in Manitoba Canada and Arkansas US?  Scientific evidence says yes.
Why? HAARP has been ordered by the current US government (President Obama is the only person who can authorize the use of nuclear weapons, biological weapons and this star wars weapon of mass destruction) to manipulate the weather and create floods to destroy the World’s food supply.  It was during the Jimmy Cater administration that it was decided that the World population was getting too big and billions of people would have to be killed off.  Henry Kissinger, wrote: “Depopulation should be the highest priority of U.S. foreign policy towards the Third World.  Depopulation, also known as eugenics, was first proposed by the Nazis during World War II.
Eugenics wasn’t proposed again until Jimmy Carter became president of the United States.  Carter’s National Security Council’s Ad Hoc Group on Population Policy proposed a Nazi style eugenics through Henry Kissinger’s Global 2000 report.  Eugenics is the deliberate killing off of large segments of living populations.  Prince Philip of Britain is in favor of depopulation: “If I were reincarnated I would wish to be returned to earth as a killer virus to lower human population levels” ~ quoted in “Are You Ready for Our New Age Future?” Insiders Report, American Policy Center, December 1995.  Prince Philip, Duke of Edinburgh, consort of Queen Elizabeth II, leader of the World Wildlife Fund, member of the Danish-German House of Schleswig-Holstein-Sonderburg-Glücksburg, endorses eugenics.
How will they depopulate the World?  By using the weapon of mass destruction called HAARP.  HAARP has been given the task of Eugenics.  HAARP has been actively doing it part since Barack Hussein Obama became president of the United Sates.  Obama is the first US president to order HAARP into action against foreign states and even the United States.
HAARP has been ordered by Obama to create earthquakes, tsunamis, floods and heat waves in foreign states and in the US.  The goal is to covertly kill as many people as possible.  Flooding will kill the most people.  Not immediately but through starvation.  The target of the HAARP created floods is to destroy the World’s food supply.  HAARP floods in the spring will prevent farmers from seeding their crops.  HAARP floods in late summer will destroy the crops that did get planted and survived. What crops are the US HAARP targeting?  The United States is the third largest producer of wheat in the world.
Manitoba is the “Wheat Capital” of Canada and the sixth largest producer of wheat in the world.  Corn is the largest U.S. crop, in terms of both volume and value.  The United States grew 39 percent of the world’s corn making it the largest producer followed by China which produced 21% of the World’s corn supply.  China is the world’s largest producer of rice, and the crop makes up a little less than half of the country’s total grain output. China accounts for 26% of all world rice production. China also produces 108,712 TMT of wheat annually. This makes China the world’s largest wheat producer, producing 42,856 TMT more than India, the world’s second largest wheat producer. Do you see what is happening?
Flooding is only occurring in the regions that produces the largest portion of the World’s supply or corn, rice and wheat.  Three crops; wheat, corn, and rice provide nearly 60 percent of total plant foods that humans consume. Rice is the world’s number one staple food and feeds half the world’s population.  Wheat is the largest source of carbohydrates for human consumption.
Wheat is the world’s second most popular staple food. Corn is the world’s third most popular staple food. Wiping out just these three crops can cause as much as half the World’s population to starve to death.  Today food is being used as a weapon.
The lack of it is being used as a means of depopulation and conquering destitute countries (under the pretext of humanitarian aid). “We are going to get Global 2000 implemented, one way or another by famine, starvation, or by choice … We need a real economic shock, a depression to get our message across.” ~ GLOBAL 2000 – Depopulation Program.
To cause by means of limited wars in the advanced countries, by means of starvation and diseases in the Third World countries, the death of three billion people.  Under the terms of the Global 2000 Report, the population of the US is to be reduced by 100 million.

Why the US used HAARP to create the Japan 9.0 magnitude earthquake

HAARP or High Frequency Active Auroral Research Program is a US military weapon of mass destruction that can alter the weather and create earthquakes anywhere in the World.  On March 11, 2011 HAARP triggered a 9.0 magnitude off the coast of Japan. The epicenter of the earthquake was some 100 klms west of the Ring of Fire Fault line.  This anomaly (earthquake didn’t occur on or near the fault line) plus HAARP induction magnetometer readings of 2.5Hz (signature frequency of an earthquake) being broad casted and recorded is evidence of a HAARP created earthquake.
Why would the US attack Japan using HAARP?  Japan is producing vehicles that don’t use any gasoline – not a drop.  No gasoline means zero emissions and zero oil revenue.  The US attacked Iraq and Libya for one reason only – OIL!  Why spend $trillions on wars of terror to seize control of the oil in the Middle East if the demand would drop drastically with the introduction of vehicles that uses zero gasoline?
The US used HAARP in an attack against Japan to protect its financial interests in the Middle East.  The Japan Earthquake was created to kill the production of Japan’s all-electric and hydrogen fueled cars.  Cars like the hydrogen fueled car – the Honda FCX Clarity.
The FCX Clarity demonstrates electric car qualities such as zero emissions while offering 5 minute refueling times, 134 horsepower and long range in a full function large sedan.   In 2010, it is reported that there were a total of 50 FCX Clarity available for lease in the U.S with a target to have 200 available world-wide.
The Honda FCX Clarity fuel cell-electric vehicle was chosen as the pace car for the opening race of the 2011 IZOD IndyCar Series, from March 25-27 2011.  This is the first-time a hydrogen-powered vehicle would pace an IZOD IndyCar Series race in the United States.

How much do you pay every week for gas?  Multiply the amount you spend on gas every week by 52 – that would equal to the amount of money you spend on gasoline every year.  For example – I spend an average of $40 a week on gasoline x 52 = $2080 a year.  Now multiply the amount of gas you spend every year by 80,000.  Using my gasoline usage per year that would mean $166.4 million a year.  With the price of fuel being $5 a gallon how long do you think it would take before 80,000 people becomes 80 million people?  80 million x $2080 = $166.4 billion a year.  There were an estimated 254.4 million registered passenger vehicles in the United States according to a 2007 DOT study.  Using that figure take 254 million x $2080 (what I pay a year in fuel cost) =  $528.32 billion / year.  Whether it’s $166.4 million, or $166.4 billion or $528.32 billion a year what you have is motive for the United States to attack Japan using the earthquake creating HAARP.
Last week the Japanese government asked Japan’s third-biggest utility company to shut its Hamaoka nuclear power plant, citing a government study (data provided by the United States Geological Survey (USGS) which is a scientific agency of the United States government) that claimed an 87 percent likelihood of a magnitude-8 earthquake striking the area within 30 years.  Chubu Electric serves central Japan, including Aichi prefecture where Toyota, Honda, Mitsubishi and Suzuki have factories.  All 4 Japanese automakers will no doubt suffer major financial loses as a result of the nuclear plant shut down.  Also, electronics makers Panasonic, Toshiba and Fujitsu have factories that will be affected by the shut down.
HAARP was used by the US government against Japan to wipe out the more fuel efficient Japanese automakers and to prevent the World from dropping gasoline fueled vehicles for Japanese made all-electric and hydrogen fuel cell vehicles.

Techno-Net is the protest form of the 1990s -- picketing on the information highways. For example, a fast-growing assortment of men and women around the world are using the InterNet (started by the U.S. military for information transfer-and-exchange that would never be interfered with) to draw attention to a questionable military project in Alaska. Now these InterNetting, e-mailing, faxing folks are blowing holes in the Department of Defense secrecy wall, by using the government's own system.
The printed-word part of the protest started when Dennis Specht, an anti-nuclear activist then living in Alaska, sent a news item to Nexus on the topic of HAARP --- the High frequency Active Auroral Research Program. Then an Alaskan political activist and science researcher in Anchorage, Nick Begich, networked with Patrick and Gael Crystal Flanagan, who are self-described TechnoMonks living in Sedona, Arizona, and was told to check out that same Australian-based magazine. Begich was surprised to see an item from his hometown in Nexus, and immediately headed to the local library to dig out the documents cited in the article.
That research led to articles and the book, Angels Don't Play this HAARP: Advances in Tesla Technology, which is 230 pages of detailed information on this intrusive project. This article will only give highlights. Despite the amount of research (350 footnotes), at its heart it is a story about ordinary people who took on an extraordinary challenge.

HAARP Boils The Upper Atmosphere

HAARP will zap the upper atmosphere with a focused and steerable electromagnetic beam. It is an advanced model of an "ionospheric heater". (The ionosphere is the electrically-charged sphere surrounding Earth's upper atmosphere. It ranges between about 40- to 600 miles above Earth's surface.)
Put simply, the apparatus for HAARP is a reversal of a radio telescope; antennas send out signals instead of receiving. HAARP is the test run for a super-powerful radiowave-beaming technology that lifts areas of the ionosphere by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto earth and penetrate everything -- living and dead.
HAARP publicity gives the impression that the High-frequency Active Auroral Research Program is mainly an academic project with the goal of changing the ionosphere to improve communications for our own good. However, other U.S. military documents put it more clearly -- HAARP aims to learn how to "exploit the ionosphere for Department of Defense purposes". Communicating with submarines is only one of those purposes.
Press releases and other information from the military on HAARP continually downplay what it could do. Publicity documents insist that the HAARP project is no different than other ionospheric heaters operating safely throughout the world in places such as Arecibo, Puerto Rico; Tromso, Norway and the former Soviet Union. However, a 1990 government document indicates that the radio-frequency (RF) power zap will drive the ionosphere to unnatural activities.
"...at the highest HF powers available in the West, the instabilities commonly studied are approaching their maximum RF energy dissipative capability, beyond which the plasma processes will 'runaway' until the next limiting factor is reached."
If the military, in cooperation with the University of Alaska Fairbanks, can show that this new ground-based "Star Wars" technology is sound, they both win. The military has a relatively-inexpensive defense shield and the University can brag about the most dramatic geophysical manipulation since atmospheric explosions of nuclear bombs. After successful testing, they would have the military megaprojects of the future and huge markets for Alaska's North Slope natural gas.
Looking at the other patents which built on the work of a Texas' physicist named Bernard Eastlund, it becomes clearer how the military intends to use the HAARP transmitter. It also makes governmental denials less believable. The military knows how it intends to use this technology, and has made it clear in their documents. The military has deliberately misled the public, through sophisticated word games, deceit and outright disinformation.

The military says the HAARP system could:

  • give the military a tool to replace the electromagnetic pulse effect of atmospheric thermonuclear devices (still considered a viable option by the military through at least 1986).
  • replace the huge Extremely Low Frequency (ELF) submarine communication system operating in Michigan and Wisconsin with a new and more compact technology.
  • Be used to replace the over-the-horizon radar system that was once planned for the current location of HAARP, with a more flexible and accurate system.
  • provide a way to wipe out communications over an extremely large area, while keeping the military's own communications systems working.
  • provide a wide area earth-penetrating tomography which, if combined with the computing abilities of EMASS and Cray computers, would make it possible to verify many parts of nuclear nonproliferation and peace agreements.
  • be a tool for geophysical probing to find oil, gas and mineral deposits over a large area.
  • be used to detect incoming low-level planes and cruise missiles, making other technologies obsolete.
The above abilities seem like a good idea to all who believe in sound national defense, and to those concerned about cost-cutting. However, the possible uses which the HAARP records do not explain, and which can only be found in Air Force, Army, Navy and other federal agency records, are alarming. Moreover, effects from the reckless use of these power levels in our natural shield - the ionosphere - could be cataclysmic according to some scientists.
Two Alaskans put it bluntly. A founder of the NO HAARP movement, Clare Zickuhr, says "The military is going to give the ionosphere a big kick and see what happens."
The military failed to tell the public that they do not know what exactly will happen, but a Penn State science article brags about that uncertainty. Macho science? The HAARP project uses the largest energy levels yet played with by what Begich and Manning call "the big boys with their new toys". It is an experiment on the sky, and experiments are done to find out something not already known. Independent scientists told Begich and Manning that a HAARP-type "skybuster" with its unforeseen effects could be an act of global vandalism.

HAARP History

The patents described below were the package of ideas which were originally controlled by ARCO Power Technologies Incorporated (APTI), a subsidiary of Atlantic Richfield Company, one of the biggest oil companies in the world. APTI was the contractor that built the HAARP facility. ARCO sold this subsidiary, the patents and the second phase construction contract to E-Systems in June 1994.
E-Systems is one of the biggest intelligence contractors in the world -- doing work for the CIA, defense intelligence organizations and others. $1.8 billion of their annual sales are to these organizations, with $800 million for black projects -- projects so secret that even the United States Congress isn't told how the money is being spent.
E-Systems was bought out by Raytheon, which is one of the largest defense contractors in the world. In 1994 Raytheon was listed as number forty-two on the Fortune 500 list of companies. Raytheon has thousands of patents, some of which will be valuable in the HAARP project. The twelve patents below are the backbone of the HAARP project, and are now buried among the thousands of others held in the name of Raytheon.
Bernard J. Eastlund's U.S. Patent # 4,686,605 , "Method and Apparatus for Altering a Region in the Earth's Atmosphere, Ionosphere, and/or Magnetosphere" was sealed for a year under a government Secrecy Order.
The Eastlund ionospheric heater was different; the radio frequency (RF) radiation was concentrated and focused to a point in the ionosphere. This difference throws an unprecedented amount of energy into the ionosphere. The Eastlund device would allow a concentration of one watt per cubic centimeter, compared to others only able to deliver about one millionth of one watt.
This huge difference could lift and change the ionosphere in the ways necessary to create futuristic effects described in the patent. According to the patent, the work of Nikola Tesla in the early 1900's formed the basis of the research.
What would this technology be worth to ARCO, the owner of the patents? They could make enormous profits by beaming electrical power from a powerhouse in the gas fields to the consumer without wires.
For a time, HAARP researchers could not prove that this was one of the intended uses for HAARP. In April, 1995, however, Begich found other patents, connected with a "key personnel" list for APTI. Some of these new APTI patents were indeed a wireless system for sending electrical power.
Eastlund's patent said the technology can confuse or completely disrupt airplanes' and missiles' sophisticated guidance systems. Further, this ability to spray large areas of Earth with electromagnetic waves of varying frequencies, and to control changes in those waves, makes it possible to knock out communications on land or sea as well as in the air. The patent said:
"Thus, this invention provides the ability to put unprecedented amounts of power in the Earth's atmosphere at strategic locations and to maintain the power injection level, particularly if random pulsing is employed, in a manner far more precise and better controlled than heretofore accomplished by the prior art, particularly by detonation of nuclear devices of various yields at various altitudes..."
'..it is possible not only to interfere with third party communications but to take advantage of one or more such beams to carry out a communications network even though the rest of the world's communications are disrupted. Put another way, what is used to disrupt another's communications can be employed by one knowledgeable of this invention as a communication network at the same time."
.'.. large regions of the atmosphere could be lifted to an unexpectedly high altitude so that missiles encounter unexpected and unplanned drag forces with resultant destruction ...
" Weather modification is possible by, for example, altering upper atmosphere wind patterns by constructing one or more plumes of atmospheric particles which will act as a lens or focusing device. ... molecular modifications of the atmosphere can take place so that positive environmental effects can be achieved. Besides actually changing the molecular composition of an atmospheric region, a particular molecule or molecules can be chosen for increased presence. For example, ozone, nitrogen, etc., concentrations in the atmosphere could be artificially increased...
Begich found eleven other APTI patents. They told how to make Nuclear-sized Explosions without Radiation", power-beaming systems, over-the-horizon radar, detection systems for missiles carrying nuclear warheads, electromagnetic pulses previously produced by thermonuclear weapons and other Star-Wars tricks. This cluster of patents underlay the HAARP weapon system.
Related research by Begich and Manning uncovered bizarre schemes. For example, Air Force documents revealed that a system had been developed for manipulating and disrupting human mental processes through pulsed radio-frequency radiation (the stuff of HAARP) over large geographical areas. The most telling material about this technology came from writings of Zbigniew Brzezinski (former National Security Advisory to U.S. President Carter) and J.F. MacDonald (science advisor to U.S. President Johnson and a professor of Geophysics at UCLA), as they wrote about use of power-beaming transmitters for geophysical and environmental warfare. The documents showed how these effects might be caused, and the negative effects on human health and thinking.
The mental-disruption possibilities for HAARP are the most disturbing. More than 40 pages of the book, with dozens of footnotes, chronicle the work of Harvard professors, military planners and scientists as they plan and test this use of the electromagnetic technology. For example, one of the papers describing this use was from the International Red Cross in Geneva. It even gave the frequency ranges where these effects could occur -- the same ranges which HAARP is capable of broadcasting.
The following statement was made more than twenty-five years ago, in a book by Brzezinski which he wrote while a professor at Columbia University:
"Political strategists are tempted to exploit research on the brain and human behavior. Geophysicist Gordon J. F.MacDonald -- specialist in problems of warfare -- says accurately-timed, artificially-excited electronic strokes 'could lead to a pattern of oscillations that produce relatively high power levels over certain regions of the earth...In this way, one could develop a system that would seriously impair the brain performance of very large populations in selected regions over an extended period'...No matter how deeply disturbing the thought of using the environment to manipulate behavior for national advantages , to some, the technology permitting such use will very probably develop within the next few decades."
In 1966, MacDonald was a member of the President's Science Advisory Committee and later a member of the President's Council on Environmental Quality. He published papers on the use of environmental control technologies for military purposes. The most profound comment he made as a geophysicist was, "The key to geophysical warfare is the identification of environmental instabilities to which the addition of a small amount of energy would release vastly greater amounts of energy." While yesterday's geophysicists predicted today's advances, are HAARP program managers delivering on the vision?
The geophysicists recognized that adding energy to the environmental soup could have large effects. However, humankind has already added substantial amounts of electromagnetic energy into our environment without understanding what might constitute critical mass. The book by Begich and Manning raises questions: Have these additions been without effect, or is there a cumulative amount beyond which irreparable damage can be done? Is HAARP another step in a journey from which we cannot turn back? Are we about to embark on another energy experiment which unleashes another set of demons from Pandora's box?
As early as 1970, Zbigniew Brzezinski predicted a "more controlled and directed society" would gradually appear, linked to technology. This society would be dominated by an elite group which impresses voters by allegedly superior scientific know-how. Angels Don't Play This HAARP further quotes Brzezinski:
"Unhindered by the restraints of traditional liberal values, this elite would not hesitate to achieve its political ends by using the latest modern techniques for influencing public behavior and keeping society under close surveillance and control. Technical and scientific momentum would then feed on the situation it exploits", Brzezinski predicted.
His forecasts proved accurate. Today, a number of new tools for the "elite" are emerging, and the temptation to use them increases steadily. The policies to permit the tools to be used are already in place. How could the United States be changed, bit by bit, into the predicted highly-controlled technosociety? Among the "steppingstones" Brzezinski expected were persisting social crises and use of the mass media to gain the public's confidence.
In another document prepared by the government, the U.S. Air Force claims:
"The potential applications of artificial electromagnetic fields are wide-ranging and can be used in many military or quasi-military situations...Some of these potential uses include dealing with terrorist groups, crowd control, controlling breaches of security at military installations, and antipersonnel techniques in tactical warfare. In all of these cases the EM (electromagnetic) systems would be used to produce mild to severe physiological disruption or perceptual distortion or disorientation. In addition, the ability of individuals to function could be degraded to such a point that they would be combat ineffective. Another advantage of electromagnetic systems is that they can provide coverage over large areas with a single system. They are silent and countermeasures to them may be difficult to develop... One last area where electromagnetic radiation may prove of some value is in enhancing abilities of individuals for anomalous phenomena."
Do these comments point to uses already somewhat developed? The author of the government report refers to an earlier Air Force document about the uses of radiofrequency radiation in combat situations. (Here Begich and Manning note that HAARP is the most versatile and the largest radio-frequency-radiation transmitter in the world.)
The United States Congressional record deals with the use of HAARP for penetrating the earth with signals bounced off of the ionosphere. These signals are used to look inside the planet to a depth of many kilometers in order to locate underground munitions, minerals and tunnels. The U.S. Senate set aside $15 million dollars in 1996 to develop this ability alone -- earth-penetrating-tomography. The problem is that the frequency needed for earth-penetrating radiations is within the frequency range most cited for disruption of human mental functions. It may also have profound effects on migration patterns of fish and wild animals which rely on an undisturbed energy field to find their routes.
As if electromagnetic pulses in the sky and mental disruption were not enough, Eastlund bragged that the super-powerful ionospheric heater could control weather. Begich and Manning brought to light government documents indicating that the military has weather-control technology. When HAARP is eventually built to its full power level, it could create weather effects over entire hemispheres. If one government experiments with the world's weather patterns, what is done in one place will impact everyone else on the planet. Angels Don't Play This HAARP explains a principle behind some of Nikola Tesla's inventions -- resonance -- which affects planetary systems.

Bubble Of Electric Particles

Angels Don't Play This HAARP includes interviews with independent scientists such as Elizabeth Rauscher. She has a Ph.D., a long and impressive career in high-energy physics, and has been published in prestigious science journals and books. Rauscher commented on HAARP. "You're pumping tremendous energy into an extremely delicate molecular configuration that comprises these multi-layers we call the ionosphere." The ionosphere is prone to catalytic reactions, she explained; if a small part is changed, a major change in the ionosphere can happen.
In describing the ionosphere as a delicately balanced system, Dr. Rauscher shared her mental picture of it -- a soap-bubble-like sphere surrounding Earth's atmosphere, with movements swirling over the surface of the bubble. If a big enough hole is punched through it, she predicts, it could pop.

Slicing The Ionosphere

Physicist Daniel Winter, Ph. D. , of Waynesville, North Carolina, says HAARP high-frequency emissions can couple with longwave (low-frequency, or ELF) pulses the Earth grid uses to distribute information as vibrations to synchronize dances of life in the biosphere. Dan terms this geomagnetic action 'Earth's information bloodstream'., and says it is likely that coupling of HAARP HF (high-frequency) with natural ELF (extremely low frequency) can cause unplanned, unsuspected side effects.
David Yarrow of Albany, New York, is a researcher with a background in electronics. He described possible interactions of HAARP radiations with the ionosphere and Earth's magnetic grid:
"HAARP will not burn 'holes' in the ionosphere. That is a dangerous understatement of what HAARP's giant gigawatt beam will do. Earth is spinning relative to thin electric shells of the multilayer membrane of 'ion-o-speres' that absorb and shield Earth's surface from intense solar radiation, including charged particle storms in solar winds erupting from the sun. Earth's axial spin means that HAARP -- in a burst lasting more than a few minutes -- will slice through the ionosphere like a microwave knife. This produces not a 'hole', but a long tear -- an incision."

Crudely Plucking The Strings

"Second concept: As Earth rotates, HAARP will slice across geomagnetic flux...a donut-shaped spool of magnetic strings -- like longitude meridians (on maps). HAARP may not 'cut' these strings in Gaia's magnetic mantle, but will pulse each thread with harsh, out-of-harmony high frequencies. These noisy impulses will vibrate geomagnetic flux lines, sending vibrations all through the geomagnetic web."
"The image comes to mind of a spider on its web. An insect lands, and the web's vibrations alert the spider to possible prey. HAARP will be a man-made microwave finger poking at the web, sending out confusing signals, if not tearing holes in the threads."
"Effects of this interference with symphonies of Gaia's geomagnetic harp are unknown, and I suspect barely thought of. Even if thought of, the intent (of HAARP) is to learn to exploit any effects, not to play in tune to global symphonies."
Among other researchers quoted is Paul Schaefer of Kansas City. His degree is in electrical engineering and he spent four years building nuclear weapons. "But most of the theories that we have been taught by scientists to believe in seem to be falling apart," he says.
He talks about imbalances already caused by the industrial and atomic age, especially by radiation of large numbers of tiny, high-velocity particles "like very small spinning tops into our environment. The unnatural level of motion of highly-energetic particles in the atmosphere and in radiation belts surrounding Earth is the villain in the weather disruptions, according to this model, which describes an Earth discharging its buildup of heat, relieving stress and regaining a balanced condition through earthquakes and volcanic action.

'Feverish' Earth

"One might compare the abnormal energetic state of the Earth and its atmosphere to a car battery which has become overcharged with the normal flow of energy jammed up, resulting in hot spots, electrical arcing, physical cracks and general turbulence as the pent-up energy tries to find some place to go."
In a second analogy, Schaefer says "Unless we desire the death of our planet, we must end the production of unstable particles which are generating the earth's fever. A first priority to prevent this disaster would be to shut down all nuclear power plants and end the testing of atomic weapons, electronic warfare and 'Star Wars'."
Meanwhile, the military builds its biggest ionospheric heater yet, to deliberately create more instabilities in a huge plasma layer -- the ionosphere -- and to rev up the energy level of charged particles.

Electronic Rain From The Sky

They have published papers about electron precipitation from the magnetosphere (the outer belts of charged particles which stream toward Earth's magnetic poles) caused by man-made very low frequency electromagnetic waves. "These precipitated particles can produce secondary ionization, emit X-rays, and cause significant perturbation in the lower ionosphere."
Two Stanford University radio scientists offer evidence of what technology can do to affect the sky by making waves on earth; they showed that very low frequency radio waves can vibrate the magnetosphere and cause high-energy particles to cascade into Earth's atmosphere. By turning the signal on or off, they could stop the flow of energetic particles.

Weather Control

Avalanches of energy dislodged by such radio waves could hit us hard. Their work suggests that technicians could control global weather by sending relatively small 'signals' into the Van Allen belts (radiation belts around Earth). Thus Tesla's resonance effects can control enormous energies by tiny triggering signals.
The Begich/ Manning book asks whether that knowledge will be used by war-oriented or biosphere-oriented scientists.
The military has had about twenty years to work on weather warfare methods, which it euphemistically calls weather modification. For example, rainmaking technology was taken for a few test rides in Vietnam. The U.S. Department of Defense sampled lightning and hurricane manipulation studies in Project Skyfire and Project Stormfury. And they looked at some complicated technologies that would give big effects. Angels Don't Play This HAARP cites an expert who says the military studied both lasers and chemicals which they figured could damage the ozone layer over an enemy. Looking at ways to cause earthquakes, as well as to detect them, was part of the project named Prime Argus, decades ago. The money for that came from the Defense Advanced Research Projects Agency (DARPA, now under the acronym ARPA.)
In 1994 the Air Force revealed its Spacecast 2020 master plan which includes weather control. Scientists have experimented with weather control since the 1940's, but Spacecast 2020 noted that "using environmental modification techniques to destroy, damage or injure another state are prohibited". Having said that, the Air Force claimed that advances in technology "compels a reexamination of this sensitive and potentially risky topic."

40 Years Of Zapping The Sky?

As far back as 1958, the chief White House advisor on weather modification, Captain Howard T. Orville, said the U.S. defense department was studying "ways to manipulate the charges of the earth and sky and so affect the weather" by using an electronic beam to ionize or de-ionize the atmosphere over a given area.
In 1966, Professor Gordon J. F. MacDonald was associate director of the Institute of Geophysics and Planetary Physics at the University of California, Los Angeles, was a member of the President's Science Advisory Committee, and later a member of the President's Council on Environmental Quality. He published papers on the use of environmental-control technologies for military purposes. MacDonald made a revealing comment:
"The key to geophysical warfare is the identification of environmental instabilities to which the addition of a small amount of energy would release vastly greater amounts of energy."
World-recognized scientist MacDonald had a number of ideas for using the environment as a weapon system and he contributed to what was, at the time, the dream of a futurist. When he wrote his chapter, "How To Wreck The Environment", for the book Unless Peace Comes, he was not kidding around. In it he describes the use of weather manipulation, climate modification, polar ice cap melting or destabilization, ozone depletion techniques, earthquake engineering, ocean wave control and brain wave manipulation using the planet's energy fields. He also said that these types of weapons would be developed and, when used, would be virtually undetectable by their victims. Is HAARP that weapon? The military's intention to do environmental engineering is well documented.
U.S. Congress' subcommittee hearings on Oceans and International Environment looked into military weather and climate modification conducted in the early 1970's. "What emerged was an awesome picture of far-ranging research and experimentation by the Department of Defense into ways environmental tampering could be used as a weapon," said another author cited in Angels Don't Play This HAARP.
The revealed secrets surprised legislators. Would an inquiry into the state of the art of electromagnetic manipulation surprise lawmakers today? They may find out that technologies developed out of the HAARP experiments in Alaska could deliver on Gordon MacDonald's vision, because leading-edge scientists are describing global weather as not only air pressure and thermal systems, but also as an electrical system.

'Small Input, Big Effect'

HAARP zaps the ionosphere where it is relatively unstable. A point to remember is that the ionosphere is an active electrical shield protecting the planet from the constant bombardment of high-energy particles from space. This conducting plasma, along with Earth's magnetic field, traps the electrical plasma of space and holds it back from going directly to the earth's surface, says Charles Yost of Dynamic Systems, Leicester, North Carolina.
"If the ionosphere is greatly disturbed, the atmosphere below is subsequently disturbed.".
Another scientist interviewed said there is a super-powerful electrical connection between the ionosphere and the part of the atmosphere where our weather comes onstage, the lower atmosphere.
One man-made electrical effect - power line harmonic resonance - causes fallout of charged particles from the Van Allen (radiation) belts, and the falling ions cause ice crystals (which precipitate rain clouds).
What about HAARP? Energy blasted upward from an ionospheric heater is not much compared to the total in the ionosphere, but HAARP documents admit that thousandfold-greater amounts of energy can be released in the ionosphere than injected. As with MacDonald's "key to geophysical warfare", "nonlinear" effects (described in the literature about the ionospheric heater) mean small input and large output. Astrophysicist Adam Trombly told Manning that an acupuncture model is one way to look at the possible effect of multi-gigawatt pulsing of the ionosphere. If HAARP hits certain points , those parts of the ionosphere could react in surprising ways.
Smaller ionospheric heaters such as the one at Arecibo are underneath relatively placid regions of the ionosphere, compared to the dynamic movements nearer Earth's magnetic poles. That adds another uncertainty to HAARP - the unpredictable and lively upper atmosphere near the North Pole.
HAARP experimenters do not impress common sense Alaskans such as Barbara Zickuhr, who says "They're like boys playing with a sharp stick, finding a sleeping bear and poking it in the butt to see what's going to happen."

Could They Short-Circuit Earth?

Earth as a spherical electrical system is a fairly well-accepted model. However, those experimenters who want to make unnatural power connections between parts of this system might not be thinking of possible consequences. Electrical motors and generators can be caused to wobble when their circuits are affected. Could human activities cause a significant change in a planet's electrical circuit or electrical field? A paper in the respected journal Science deals with manmade ionization from radioactive material, but perhaps it could also be studied with HAARP-type skybusters in mind:

Meteorology, of course, is the study of the atmosphere and weather. Ionization is what happens when a higher level of power is zapped into atoms and knocks electrons off the atoms. Knowledge used in developing revolutionary weapons could be used for healing and helping mankind. Because they are used in new weapons, discoveries are classified and suppressed. When they do appear in the work of other independent scientists, the new ideas are often frustrated or ridiculed, while military research laboratories continue to build their new machines for the killing fields.
However, the book by Manning and Begich gives hope that the military- industrial- academic- bureaucratic Goliath can be affected by the combined power of determined individuals and the alternative press. Becoming informed is the first step to empowerment.
